Description
The contractor will upgrade the USDA-7 freshwater well system at the National Cold Water Marine Aquaculture Center. Work includes replacing approximately 1,500 feet of direct-burial wire with code-compliant conduit and copper wiring, including a wetland crossing and a paved-driveway crossing; removing the existing control panel; procuring and installing a compatible variable frequency drive and sine-wave filter; and procuring one spare compatible VFD. The equipment must support the existing Goulds 1.5-horsepower 18GS15 well pump and the specified long wire run. The contractor is responsible for applicable permits, excavation safety, protection of existing facilities, debris disposal, sanitation and flushing of installed materials, quality control, and coordination of water interruptions affecting fish-rearing systems. The quotation must include a completed schedule of items, SF 1442, a transmittal summary letter, and a technical proposal addressing approach, subcontracting, sequencing, personnel, equipment, timelines, and past performance. The technical approach is limited to five pages, and at least three similar past-performance references from contracts awarded within the past five years are required. The work has a 60-calendar-day period of performance from notice to proceed, while the solicitation also states delivery within 90 days after award.
