Description
The City seeks a consultant to develop a comprehensive IT Master and Strategic Plan aligned with its operational needs and long-term goals. Work includes assessing infrastructure, applications, cybersecurity, data management, staffing, and organizational structure; gathering stakeholder input; evaluating software and systems; and recommending governance, project prioritization, project management, and sustainable funding approaches. The plan must also include a multi-year implementation roadmap and an AI readiness and opportunity assessment with responsible-use recommendations, potential pilots, priorities, and cost-benefit considerations. Required deliverables include the master plan report, executive summary, presentation materials, current-state and software/systems assessments, organizational and workforce recommendations, project management and governance framework, budget and funding analysis, and AI assessment. Proposals must include a technical proposal and cost proposal, the provided Proposal Acknowledgement Form, Statement of Proposer's Qualifications and References form, and signed Exhibit C Insurance Requirements. The initial agreement term is 12 months.
