Description
The Port Authority of New York and New Jersey is seeking proposals from directly solicited Small Business Enterprises for expert professional clean construction consulting services on a call-in basis for a four-year term. The Authority may retain multiple firms, and specific services will be requested through future task-order solicitations; no minimum amount of work is guaranteed. The scope includes training and stakeholder outreach; project and program management; technical support and research; review and modification of technical specifications; cost estimates, schedules, peer reviews, risk management, compliance, quality, and document-control support; and implementation of clean-construction sustainability initiatives. The consultant will track embodied carbon for steel, concrete, asphalt, aluminum, and wood and support Environmental Product Declaration-related work. The prime firm must be Authority-certified as an SBE before the proposal due date and must demonstrate one completed project within the last seven years involving embodied-carbon initiatives and EPDs. Joint ventures and use of a subconsultant to demonstrate these qualifications are not permitted.
