Description
The U.S. Army is seeking technical instructional services for Basic Commercial Vehicle Interdiction and Advanced Commercial Vehicle Interdiction courses. The basic course will support up to 50 law enforcement officers per iteration, run for at least 24 instructional hours over four class days, and include topics such as contraband concealment, systematic vehicle searches, hidden compartments, and methods used to defeat K-9, X-ray, fiber-optic, and density-detection searches. The advanced course will support up to 30 officers per iteration, run for at least 24 instructional hours over three class days, and include advanced search techniques, case analysis, interviewing, report writing, live-stop observation where authorized, and intelligence networking. Both courses require pre-tests, post-tests, and systematic methods for student interaction and evaluation. The contract requires up to six basic-course iterations and two advanced-course iterations per year, with firm-fixed pricing inclusive of labor, materials, travel, supervision, and associated services. Training must be conducted in person; remote classes are not authorized. The contractor must provide suitable commercial vehicles and trailers with actual hidden compartments, course materials, and instruction meeting the Performance Work Statement and Quality Assurance Surveillance Plan requirements. Proposals are limited to 10 pages and must include an itemized firm-fixed-price quote, detailed service specifications or product literature, and company identification and contact information, including CAGE Code, TIN, and UEI.
