Description
The U.S. Air Force is soliciting firm-fixed-price services to repair and upgrade the B1000 emergency power switchgear system. The scope includes programming the Human Machine Interface (HMI) and redundant Master Programmable Logic Controllers (PLCs) for manual Island Mode and generator operations; upgrading PLC hardware and software; installing control switches and relays; correcting local/remote indicators and switch legends; and repairing primary and secondary PLC input/output power with separate fuses. The contractor must perform and document on-site field testing and commissioning, develop Sequence of Operations and Failure Modes and Effects Analysis documentation, provide system restoration software, hardware, licenses, backup and recovery methods, and train on-site maintenance personnel. The technical quote must include parts and equipment specifications, a personnel qualification matrix for the Project Manager, Project Lead, and Site Manager, two comparable prime-contractor project summaries completed within the last five years, and a technical summary addressing outage coordination, power continuity, and emergency restoration. The technical plan is limited to 15 pages, with a separate outage/restoration summary limited to two pages. The period of performance is 213 business days after award, with listed performance from September 28, 2026, through April 30, 2027.
