Description
Erie County's Office of Children and Youth is soliciting an artificial intelligence-assisted recording, transcription, and documentation platform for approximately 100 to 150 employees conducting office, field, home-visit, and virtual interactions. The solution must support secure offline recording, multi-speaker transcription, multilingual interactions, editable transcripts, and AI-generated drafts using approximately 20 to 30 agency-defined child-welfare templates. Staff must be able to review and manually copy approved content into the agency's system of record; automatic integration or data exchange with that system is not included. The scope includes software, hosting, implementation, template configuration, training, administrator support, uptime and incident-response practices, and ongoing support. Audio must be securely retained for 60 days and then deleted or disposed of as directed. The vendor must protect confidential child-welfare and health information, keep processing and temporary storage within the United States, use certified government-cloud infrastructure meeting FedRAMP Moderate or High baselines, encrypt data with AES-256 at rest and TLS 1.2 or higher in transit, provide an annual unredacted SOC 2 Type II report, and agree not to use agency data, recordings, or transcripts to train or improve machine-learning models. A Business Associate Agreement must be signed if applicable. Proposals are scored on solution fit, offline operation, transcription and templates, security and privacy, multilingual capability, company performance, and implementation, training, and support.
