Description
Erie County is soliciting a contractor to provide a comprehensive HVAC maintenance service agreement for the Erie County Prison. The scope covers predictive and preventive maintenance, emergency service response 24 hours per day, seven days per week including holidays, and maintenance of air-conditioning, heating, boilers, pumps, fans, air-handling units, temperature controls, refrigeration equipment, walk-in coolers and freezers, ice machines, and related systems. The contractor must provide all labor, perform four preventive-maintenance inspections per year, clean and inspect equipment, conduct annual oil and refrigerant analyses, provide written condition reports and recommendations, and respond to critical service needs within one hour and other service calls within 24 hours. Erie County will purchase needed parts. The contractor must maintain a physical service location in Erie County, assign a primary journeyman technician, demonstrate experience managing full-responsibility service agreements exceeding $100,000, and provide qualified technicians with specified HVAC, correctional-facility, refrigerant-handling, and background-clearance credentials. The contract is for three years beginning January 1, 2027, with two optional one-year extensions. Bidders must attend the mandatory pre-bid conference and facility walk-through, submit the required bid forms and non-collusion affidavit, and provide a bid bond or certified/cashier’s check equal to 10% of the total bid.
