Description
The Town of North Branford is seeking qualified attorneys, law firms, pension consultants, or multidisciplinary professional firms with demonstrated expertise in public-sector police and municipal retirement systems. The engagement involves a comprehensive legal, regulatory, governance, financial, and structural evaluation of the Town's police retirement configuration, including defined benefit and defined contribution arrangements, projected liabilities, contributions, investment and actuarial risks, transition procedures, police-specific retirement considerations, collective bargaining requirements, applicable federal and state law, portability, and long-term obligations. The selected consultant will assist with alternative plan design, actuarial and financial coordination, transition analysis, negotiations, and presentation of recommendations to the Town Council. Proposals must include the specified qualifications, governmental pension experience, project team and personnel information, references, pricing, conflict-of-interest disclosures, required certifications and licenses, and any exceptions to the RFP requirements.
