Description
The Town seeks a qualified developer to design and construct affordable homeownership units on an 11.33-acre parcel offered as-is at nominal cost, subject to Town meeting approval. The developer is responsible for due diligence, approvals, construction, and site improvements. Proposals should address unit mix and density, affordability, energy efficiency and sustainability, financing feasibility, tenant selection, and project schedule. Homes should be primarily three-bedroom units, with some two-bedroom units permitted; all buyers must be at or below 100% of area median income, with at least 51% at or below 80%. Affordability must be deed-restricted for at least 40 years, renewing for another 40-year term. Respondents must submit qualification materials and a fee proposal, including relevant development and property-management experience, project team and staffing, at least three similar-project references, a project description and approach, litigation and default disclosures, and two affidavits. The fee proposal must be submitted separately in a sealed envelope. The solicitation also specifies insurance requirements for the awarded respondent and requires payment and performance bonds within five business days after notice of award.
