Description
The Washington State Department of Ecology is seeking a single contractor to operate and maintain a groundwater treatment system at the Marcus Whitman Hotel and perform related groundwater monitoring at the Stillwater Holdings Chevron cleanup site. The system will treat hydrocarbon-affected groundwater before discharge to the City of Walla Walla sanitary sewer system. The scope includes operation of a bag filter and two granular activated carbon vessels, remote alarm response, routine inspections and repairs, filter and carbon replacement, sump monitoring, and compliance with applicable permits and regulatory requirements. The contractor must also provide non-routine maintenance and repairs, compliance monitoring and laboratory analysis for petroleum hydrocarbons, BTEX, and chlorinated solvents, quarterly groundwater monitoring, investigation-derived waste disposal, health and safety plans, standard operating guidelines, progress updates, quarterly and annual evaluation reports, and environmental data uploads. The initial contract period is April 1, 2027, through June 30, 2030, with two possible two-year extensions, for a maximum term through June 30, 2034. The solicitation anticipates one service contract and requires a contractor capable of responding to system alarms on site within 60 minutes.
