Description
This Sources Sought notice is conducting market research for a future firm-fixed-price construction contract to rehabilitate the Camp Wooten and Starbuck levees along the Tucannon River in Columbia County, Washington. Work includes reconstructing eroded levee sections, restoring riverside slopes and levee toes, replacing riverward armoring, and installing riprap. The Camp Wooten work area is approximately 160 feet long; Starbuck includes damaged areas of approximately 150 feet and 20 feet. The anticipated contract is expected to be awarded in December 2026, with work windows from January through February 2027 at Camp Wooten and February through March 2027 at Starbuck. Estimated construction magnitudes are $500,000–$1,000,000 for Camp Wooten and $1,000,000–$5,000,000 for Starbuck. Performance and payment bonds will be required. Respondents must provide relevant project experience and references, business-size information, intended prime-work percentage, intent to bid, bonding capacity, CAGE Code, and SAM.gov Unique Entity ID. On-site work must comply with EM 385-1-1 and include a project-specific Accident Prevention Plan, Activity Hazard Analyses, a prime-contractor Site Safety and Health Officer, and a Certified Erosion and Sediment Control Lead.
