Description
The Port of Columbia is requesting proposals from qualified firms to conduct a feasibility study for a heritage tourist train service initially connecting Dayton and Waitsburg, with potential extension to Walla Walla, Washington. The study must evaluate demographic and tourism trends, market demand, technical and operational feasibility, required infrastructure and support services, management structure, financial feasibility, economic impacts, and recommendations for implementation. Deliverables must include a responsive signed proposal, firm and team qualifications, six current references, resumes for proposed team members, methodology and approach, proposed schedule, exceptions or deviations, and fixed-fee pricing for three potential service segments. The selected consultant must also provide detailed five-year capital and operating pro forma budgets with functional formulas, monthly data reflecting seasonal fluctuations, assumptions regarding ridership, equipment, access arrangements, insurance, funding, operating costs, and potential grants. The Port may negotiate a follow-on Phase 2 startup and operating agreement at its discretion.
