Description
The City of Lansing is requesting proposals for a complete pyrotechnical program for its 2027 Fourth of July celebration. The show must use shells no larger than three inches, run for 14 to 15 minutes, include described special effects and shell patterns, and have a total cost not exceeding $25,000. Proposers must provide information about the shells, including sizes, manufacturers, aerial effects, quantities, and comparable-show videos. The contractor must provide certified licensed pyrotechnicians, fireworks and mortar transportation and storage, a route map, site inspection and safety coordination, compliance with National Fire Protection Association standards 1123 and 1126, and post-show removal of equipment and debris. The scope also includes obtaining required permits, coordinating with the Fire Marshal and Parks and Recreation staff, and providing a rain-date performance on July 5, 2027 if necessary. The proposal must include qualifications, references, pyrotechnician experience, Employee Possessor Questionnaire documentation, and proof of licensed pyrotechnicians. Insurance requirements include public liability and property damage coverage of at least $5,000,000 for bodily injury and $1,000,000 for property damage, plus workers’ compensation coverage.
