Description
The City of Lansing is seeking a consultant to update and integrate its existing Community Sustainability Action Plan and Municipal Climate Action Plan into one comprehensive planning document. The updated plan should reflect current conditions, completed greenhouse gas inventories, progress toward existing goals, emerging priorities, implementation priorities, funding strategies, and performance measures. The scope also includes a planning-level Climate Vulnerability Assessment addressing hazards such as extreme heat, heavy precipitation, flooding, severe storms, drought, air quality, infrastructure vulnerabilities, urban forest impacts, and public health. Additional tasks may include financial and business-case analysis for major recommendations and a climate-focused decision-making framework covering capital planning, asset management, procurement, budgeting, infrastructure investment, land use, policy development, and project evaluation. At least two public engagement sessions must be held in person, and the consultant should propose appropriate meetings, presentations, and public forums. The City anticipates approximately $60,000 for Tasks I and II and up to approximately $120,000 for all four tasks.
