Description
The U.S. Army Contracting Command–Rock Island at Picatinny, on behalf of the Office of the Project Manager, Close Combat Systems, is conducting market research to identify potential sources capable of producing the Government-developed Shank 2.0 payload, training warhead, and pre-packed anti-personnel warhead for small unmanned aerial system platforms. The Government is also seeking industry recommendations for improving the Technical Data Package (TDP) for producibility and may pursue multiple awards under prototype or experimental procurement authorities. Required capabilities include manufacturing Shank 2.0 payloads and training and live warheads; integration with Picatinny CLIK/sUPI interface standards; operation with High Voltage Electronic Safe and Arm Device initiation systems and LEEFI or shock-tube initiation chains; and production scaling to approximately 40,000 systems per month while maintaining quality, safety, and compliance with export-controlled data requirements. The training warhead must match the live warhead's form factor and weight and simulate detonation with LED lights; the live pre-packed blast-fragmentation warhead contains high-blast explosive and a steel fragmentation pack. Responses must include a capabilities statement, relevant CLIK or alternative-interface manufacturing experience, rough-order-of-magnitude pricing and ramp-up schedule, TDP producibility recommendations, supply-chain risk information, organizational and ownership details, and any proposed subcontracting or teaming structure. Responses may not exceed ten 8.5-by-11-inch pages, must use at least 10-point font and bullet format, and must be submitted in Microsoft Word or PDF. Respondents must demonstrate certification to receive export-controlled technical data and facility clearance to handle classified material; classified material must not be submitted.
