Description
Lansing Board of Water & Light is seeking facility rating software for its Electric System Integrity Department. The solution must calculate, document, and maintain Bulk Electric System asset details and thermal ratings to support NERC FAC-008 compliance and FERC Order 881 Ambient Adjusted Ratings requirements. Required capabilities include asset and facility databases, rating calculations, normal and emergency ratings, seasonal and ambient-adjusted ratings, version control, approvals, audit reporting, and export of Ambient Adjusted Ratings tables and compliance evidence. The scope includes software licensing for three primary users, optional read-only licenses, configuration, implementation, Excel data migration, methodology and calculation-constant setup, custom reporting, testing, documentation, training, production transition, and at least six months of post-implementation support. Proposals must address the proposed architecture, hosting, security, authentication, integrations, service levels, technical support, implementation approach, staffing, experience, references, and firm-fixed pricing. The solicitation also requires a sworn and notarized Iran Economic Sanctions Act affidavit, a proposal, and applicable exceptions to the terms and conditions.
