Description
The Naval Surface Warfare Center, Indian Head Division requires analytical, technical, and management support for decontamination, demilitarization, and demolition activities involving explosives-related facilities and materials. Work includes industrial revitalization and base-consolidation support, site assessments and surveys, sampling and characterization, safety and engineering procedures, contingency planning, permitting, regulatory compliance, explosives and ordnance handling, physical residue removal, demolition support, environmental documentation, and management reporting. The contemplated award is a cost-plus-fixed-fee, level-of-effort services contract with 48,960 labor hours per year, a one-year base period, and four option years. Performance requires 100% on-site support, qualified key personnel, Secret facility and personnel clearances, CMMC Level 2 for CUI, and compliance with Department of Defense security, cybersecurity, explosives-safety, and environmental requirements. The solicitation is a 100% small-business set-aside. The prime contractor must already possess an active Secret facility clearance at proposal submission, and all proposed personnel providing direct technical support must have at least a DoD Secret clearance at award. The solicitation permits qualified subcontractor personnel for key roles but requires the prime to maintain the required facility clearance.
