Description
The Canadian Department of National Defence is seeking a contractor to provide Advanced Homemade Explosive (HME) Level 3 training for Canadian Armed Forces explosive ordnance disposal personnel. The training must cover laboratory safety, manufacture and handling of common homemade explosives and improvised detonators, explosive identification and disposal planning, neutralization and destruction procedures, and live-range exercises. Courses are to accommodate 6–15 students, maintain a maximum two-to-one student-to-instructor ratio, and run for approximately 8–16 days depending on course load and contractor constraints. The contractor must provide suitable training and explosive-range facilities, qualified chemists and instructors, on-site advanced medical personnel or paramedics, emergency response capabilities, course materials and equipment, completion reports, student certificates, and official course reports. The requirement includes a five-year contract period, task authorizations, a minimum 90-day advance notice for course delivery, and technical experience, personnel, safety-record, and past-course documentation requirements. There is no security requirement, and training must be delivered exclusively in English.
