Description
The Washington State Department of Enterprise Services is soliciting statewide contracts, awarded by manufacturer and product category, for lamps, electronic and magnetic ballasts, LED lighting retrofit kits, and lamp recycling containers. Products must meet applicable safety, energy-efficiency, and environmental standards, including requirements such as ENERGY STAR, DesignLights Consortium, RoHS, EPA Universal Waste Rule, and Washington dangerous-waste regulations where applicable. Bidders may propose one or more of four categories and must complete all required scored market-basket line items for each proposed manufacturer and category. Required submissions include the Bidder's Certification, the Bid Price workbook in its original Excel format, and the Scored Non-Cost Factors exhibit; the Catalog Price Certification is required when the bidder is not using manufacturer MSRP or list pricing. The contract term is 36 months beginning February 1, 2027, with a possible 24-month performance-based extension and an additional possible 12-month extension. The solicitation is for products only and excludes electrical installation services, although Category 4 includes compliant lamp-recycling containers and associated recycling or takeback arrangements.
