Description
Methodist Children's Homes of Mississippi, Inc. is seeking a qualified firm or individual to administer and support a four-grant Community Development Block Grant-Coronavirus portfolio totaling $3,375,709.33 in grant awards, subject to final execution of the fourth grant. The selected contractor will provide program management, implementation planning, federal procurement support, financial management and grant accounting, reimbursement and draw-request support, environmental review coordination, reporting, monitoring preparation, audit readiness, and grant closeout assistance. The scope also includes Davis-Bacon and Related Acts labor-standards compliance, including certified-payroll review and discrepancy resolution, as well as HUD Section 3 procedures, outreach, labor-hour tracking, reporting, and documentation. Proposals must include organizational experience, technical approach and work plan, staffing and resumes, at least three comparable project references completed within the past five years, pricing, conflict-of-interest disclosures, required certifications, proof of current SAM registration and UEI, insurance evidence, and Section 3 experience. The anticipated contract is a negotiated professional-services agreement using hourly rates with a not-to-exceed amount; the initial term begins upon execution and continues through grant completion, monitoring resolution, and closeout.
