The Jackson Redevelopment Authority (JRA) is issuing a Request for Qualifications (RFQ) for professional mechanical engineering services to assess the existing heating, ventilation, and air conditioning (HVAC) system at Union Station in Jackson, Mississippi. The selected firm will evaluate options for repair, replacement, modernization, and code-compliant operation; prepare an independent cost estimate; and develop technical specifications and procurement-ready documents to support JRA in conducting a Federal Transit Administration (FTA) compliant procurement for a contractor to replace or substantially upgrade the HVAC system. The project is funded through FTA funds awarded to JRA via the Mississippi Department of Transportation (MDOT). The scope includes a thorough on-site assessment, alternatives analysis, independent cost estimate, technical specifications, and FTA procurement support. The selected firm will be restricted from bidding on the subsequent HVAC replacement construction contract to avoid conflicts of interest.
