Description
Oneida County seeks a full-service employee assistance program for approximately 1,600 employees and their household members. Required services include 24-hour telephone coverage; assessment and referral for counseling, chemical dependency, legal, financial, and care-related needs; case monitoring; supervisor training; employee orientations and seminars; management consultations; utilization and return-on-investment reporting; return-to-work consultations; and work-trauma support. Proposers must complete Exhibit A with their proposed services and rates for the requested plan designs of one to three or one to five sessions per episode. Rates and services must remain valid for at least two years, with three years preferred, and the County may extend the contract for up to five years. Optional Substance Abuse Professional services are also requested, including screening, assessment, referral, treatment-plan development, record maintenance, compliance monitoring, and return-to-safety-sensitive-work evaluations. Proposals may include these services without affecting evaluation of the EAP proposal. The solicitation requests organizational and staffing information, service descriptions, client references, sample reports, pricing, geographic access information, and a sample contract. Insurance requirements apply to the selected vendor before work begins.
