Description
Empire State Development seeks proposals from qualified development teams to purchase and redevelop approximately 6.13 acres of state-owned land for a mixed-use residential project. Proposals must include at least 50 affordable supportive rental units for people with serious mental illness and approximately 100 additional affordable housing units. The supportive housing operator and recipient of the related capital funding must be a qualifying nonprofit with 501(c)(3) status and relevant operating experience, and must participate in the project's long-term ownership structure. The proposed development must address demolition of Building 51, removal of the fence around the adjacent Old Main building, infrastructure improvements, environmental remediation, parking, and sustainable, resilient, energy-efficient design. Responses must include a project narrative, site and architectural plans, community engagement and local hiring plans, a development schedule, a financial proposal and rental pro forma, a completed RUSH budget template, financing letters of interest or intent, purchase-price underwriting based on $1 million, and respondent qualifications and project references. The solicitation also requires administrative certifications and forms, including a Vendor Responsibility Questionnaire, diversity utilization materials, tax certification, and a W-9. The selected developer will be responsible for project costs and, if advanced toward designation, a $300,000 imprest account deposit.
