Description
Cowlitz County seeks a consultant to provide groundwater and surface water detection monitoring at two county-owned municipal solid waste landfills, including active and closed landfill cells. The work includes sampling, data management, quarterly and annual reporting, project management and coordination, and testing services needed for permit compliance, following the approved sampling and analysis plans. The consultant must provide the personnel, equipment, transportation, supplies, tools, and materials needed to perform the work, and must directly perform at least 35% of it. The proposal must include a project team and qualifications, at least three similar projects completed within the past five years, at least three client references from the past five years, and a cost proposal covering quarterly sampling, data management and reporting, annual reporting, and rates for additional tasks. The County anticipates a three-year contract with the possibility of one additional one-year extension.
