Description
The City of Spencer is soliciting proposals for salvage, demolition, removal, hauling, disposal, backfilling, site finishing, erosion control, and cleanup for up to 25 properties organized into five biddable property groups. Work includes utility and private sewage-system coordination, structure and slab removal, segregation and disposal of tires, appliances, electronics, household hazardous waste, and other debris, use of the designated regional landfill, site security, clean fill placement and compaction, topsoil placement, seeding, and final cleanup. Contractors must provide labor, equipment, protective gear, secured and tarped hauling, and coordination with the City and debris monitor. The proposal must include the completed Quote Form, proof of the ability to meet bonding and insurance requirements, and references. The awarded contractor must provide 100% performance and payment bonds, maintain workers' compensation, general liability, and automobile liability insurance, and complete the work within 90 days after the City acquires each property. The solicitation is federally funded through FEMA's Hazard Mitigation Grant Program and includes applicable federal contract provisions.
