Description
Ramsey/Washington Recycling & Energy is soliciting engineering services in two areas: general engineering services supporting strategic and programmatic efforts, and engineering services specific to the Recycling & Energy Center. Respondents may propose for one or both areas, and team responses are allowed. The buyer may award one contract covering both areas or two separate contracts. The strategic and programmatic scope includes solid waste management research and evaluation, food scraps program support, waste-hierarchy initiatives, communications and engagement, future technology, materials processing and sorting technologies, sustainable materials marketing and end uses, policy and planning, extended producer responsibility, and regional governance frameworks. The Recycling & Energy Center scope includes odor control and monitoring, waste delivery and materials marketing, capacity monitoring, data management, procurement assistance, materials sales, operational assistance, processing equipment and construction oversight, permitting and reporting, and support for the metro green energy campus. Proposals will be evaluated based on qualifications, understanding and approach, cost, references, and other relevant information.
