Description
The City of Shreveport Water & Sewer Department is seeking four qualified nonprofit or community-based organizations to administer the Shreveport Water Assistance Program (SWAP), which provides assistance to qualifying utility customers. Each selected vendor may receive up to $125,000 in program funding and a 15% administrative fee based on the administered allocation; the estimated total expenditure is $500,000. The scope includes receiving and processing applications, verifying eligibility, maintaining participant records, coordinating with City staff, providing customer assistance and community outreach, submitting monthly, quarterly, and annual reports, maintaining financial records, protecting customer information, and complying with applicable laws, City policies, audits, and monitoring requirements. Proposals must address the administration approach, schedule of events, five similar-project references, personnel qualifications, cost, Fair Share participation, and required certifications and affidavits.
