Description
Norfolk Naval Shipyard requires a third-party contractor to perform 51 core samples at specified buildings, gates, guard shacks, and other locations throughout the shipyard to support work permit activities. The contractor must provide all sampling equipment and personal protective equipment, collect approximately 4-inch-diameter cores to a minimum depth of 6 inches, and perform laboratory analysis primarily for asbestos in accordance with standards accepted by the Commonwealth of Virginia. The contractor must produce a report for each building sampled, identifying each sample number and its results and including shipyard-provided drawings with sample locations marked. The work is a firm-fixed-price, single-award commercial-services contract set aside 100% for small businesses, with seven scheduled sampling groups from October 10 through December 15, 2026; each group's final report is due within seven days after its performance period. Personnel require site access authorization, including DBIDS and NAVSEA badging, and must comply with applicable federal and state OSHA and shipyard safety requirements. Quotes must include the RFQ number, offeror information, agreement with solicitation terms, applicable amendment acknowledgment, representations and certifications, confirmation of availability, a technical description of the core-sampling work, past-performance information, and best pricing.
