Description
The Defense Health Agency is seeking a firm-fixed-price purchase order for a computer/server-based audio and video interview recording system supporting the Psychology Training Program at Navy Medicine Readiness and Training Command Portsmouth. The system must operate as a standalone, air-gapped configuration independent of the medical treatment facility network and MHS GENESIS, support direct observation for psychology trainees, and provide high-definition, real-time audio and video monitoring and interaction. The solution must support 12 interview rooms, up to 12 one-hour interviews per room per day, simultaneous access from at least three local workstations, live session timestamps and comments, short-term recording retention, and routine deletion or overwriting of clinical footage. The requested package includes a server supporting up to 16 rooms with 40 TB of storage and redundant RAID arrays, a 24-port Ethernet switch, rack-mounted UPS, room component kits, software licenses, power supplies, additional storage drives, three monitors, three desktop viewing stations, installation, shipping, and applicable warranty and support. All equipment must be brand new. Quotes must include business, technical capability, and pricing volumes, with the technical capability volume addressing PWS compliance, implementation, proposed equipment and methods, delivery schedules, warranties, and an estimated transition timeframe.
