Description
Harris County is seeking a contractor to operate its federally funded public transportation services countywide using County-owned transit vehicles. The contractor must provide qualified drivers, dispatchers, supervisors, safety personnel, management, and a project manager; manage scheduling, dispatching, route adherence, customer service, service changes, and emergency operations; and perform daily vehicle inspections, cleaning, fueling, and minor onboard equipment maintenance. The contractor must provide driver training, including safe vehicle operation, ADA passenger assistance, emergency response, customer service, and safety procedures. The contractor must coordinate preventive maintenance and repairs with Harris County Universal Services Fleet Management, transport vehicles for scheduled service, promptly report vehicle issues, maintain operational and maintenance records, and reimburse Harris County for 100% of actual maintenance and repair costs without markup or administrative fees. Required deliverables include performance data, ridership and on-time-performance records, incident and accident reports, complaint documentation, compliance records, and regular operational reports. The solicitation requires compliance with Federal Transit Administration, U.S. Department of Transportation, federal, state, and local requirements, including drug and alcohol testing for safety-sensitive personnel, and includes a one-year initial term with four one-year renewal options.
