Description
The City of Citrus Heights is seeking an independent certified public accounting firm to audit the City's financial statements for fiscal years ending June 30, 2027, June 30, 2028, and June 30, 2029. The work must comply with GAAS, Government Auditing Standards, the Single Audit Act, and applicable Uniform Guidance requirements. The selected firm will prepare and publish audit reports, the Annual Comprehensive Financial Report, management and internal-control reports, the Gann Limit report, and other required communications. Additional services include the City's 401(a) plan audit, Transportation Development Act reporting, an Organized Retail Theft Grant audit, and potential debt-financing support. Proposals must address firm and staff qualifications, California licensing, independence, local-government and ACFR experience, peer review and regulatory history, similar engagements and references, audit methodology, staffing and hours, and detailed pricing using Attachments A and B. The agreement is expected to run for three years, with two optional one-year extensions.
