Description
The New York State Office of Addiction Services and Supports seeks a qualified vendor to assess its current data landscape and recommend an enterprise data architecture aligned with its planned Salesforce platform. The work includes inventorying more than 60 source systems and associated databases and more than 20 interfaces; analyzing data definitions, ownership, duplication, quality, identifiers, historical data, privacy constraints, and relationships to New York State Medicaid and other health and human services data; and developing conceptual and logical models for priority domains. The engagement includes discovery and assessment, modeling and design, and recommendations and roadmap phases. Deliverables include current-state assessments, Medicaid data relationship analysis, enterprise and logical data models, data quality and governance findings, future-state architecture, gap analysis, and a prioritized modernization roadmap. The vendor will also provide stakeholder facilitation, data management guidance, decision logs, and knowledge transfer. An optional business process modeling component must be priced separately. Production implementation, large-scale application development, replacement of the EHR or core financial systems, and technology-platform procurement or implementation are excluded. The procurement is limited to New York State-certified MWBE or SDVOB prime vendors, and the prime must have completed a qualifying comparable project within the past five years; prior-employer or subcontractor experience does not satisfy this requirement.
