Texas A&M Forest Service seeks qualified firms or independent agents to perform pre-purchase inspections of De Havilland Dash 8-400 (Q400) airtankers. Phase 1, which is mandatory, covers records review and compliance audits for two to four aircraft, including airframe, engine, propeller, APU, component, FAA airworthiness, ownership, maintenance, modification, accident, and flight records. The contractor must identify record gaps, compliance issues, fatigue-related risks, corrosion concerns, and other acquisition red flags, then provide a written report with an executive summary, compliance matrix, risk assessment, and recommendation regarding physical inspection. Phase 2, contingent on acceptable Phase 1 findings and agency approval, consists of detailed physical inspections and functional checks at the aircraft location or an agreed facility. Required work includes structural inspections using appropriate nondestructive testing, engine borescope inspections, oil and filter analysis, ground runs, systems and avionics checks, inspection of airtanker retardant systems, corrosion assessment, documentation and photography of discrepancies, and interpretation of NDT results. The contractor must provide a comprehensive final report with severity-based findings, supporting data, estimated rectification costs where practical, and an assessment of remaining useful life and upcoming major maintenance. Proposers must demonstrate at least five years of relevant experience, Dash 8 or similar aircraft expertise, access to technical publications, tooling and NDT capabilities, FAA A&P personnel with Inspection Authorization, independence from interested transaction parties, required insurance, and at least two comparable project references. Pricing must separately address Phase 1, Phase 2 per aircraft, travel and other reimbursables, and additional hourly work.
