Description
The City seeks qualified attorneys, law firms, nonprofit entities, or public agencies to provide conflict counsel for indigent defendants charged with misdemeanor or gross misdemeanor offenses when the Public Defender has a conflict. Services include representation from appointment through case conclusion, including client and witness interviews, investigation, legal research, pleadings, negotiations, sentencing advocacy, and court appearances. Counsel must comply with current and future Washington State Bar Association indigent defense standards and provide in-person and virtual or telephone services as needed. The City estimates approximately 20 cases annually, with assignments on an as-needed basis and no guaranteed monthly volume. Proposers may also offer Rules for Appeal from Courts of Limited Jurisdiction (RALJ) representation as needed, with separate compensation proposals. Responses must describe the proposed service delivery, attorney qualifications and experience, capacity, outside work and caseload, compensation and costs, and three references. The proposal is limited to 20 pages and must be submitted electronically in PDF format. The draft agreement requires insurance and provides for a two-year term beginning January 1, 2027, with an option to extend at the City's discretion.
