Description
The City of Foley is soliciting proposals from experienced engineering firms to provide comprehensive municipal engineering services. The scope includes capital improvement planning; infrastructure planning and operations support; policy and procedure development; public works planning, design, and bidding; land-use and private development review; utility records and mapping; grant assistance; feasibility, utility, assessment, plat, and surface-water studies; and attendance at City Council, Planning Commission, public, and other City-related meetings. The selected firm will also provide project management and construction services, including surveying and construction staking, construction observation, progress documentation, meetings, change-order and pay-estimate review, final acceptance support, as-built drawings, and records management. Proposals must describe the firm's background, personnel and qualifications, municipal experience, client references, conflicts of interest, fees, and insurance coverage. Required insurance includes commercial general liability, automobile liability, workers' compensation, and professional errors and omissions coverage. The relationship is nonexclusive, may be terminated by the City, and subcontracting or assignment requires prior written consent.
