Description
The City of Becker is soliciting proposals from qualified law firms for general civil attorney services on a consulting or contractual basis. The selected firm will serve as City Attorney and provide broad municipal legal support, including advice on municipal, state, and federal law; zoning, land use, housing, annexation, subdivision, employment, environmental, contract, lease, eminent-domain, and public-records matters; ordinance and resolution drafting; contract and insurance review; title and land-acquisition work; claims evaluation; code enforcement; and litigation representation where insurance coverage is unavailable. The firm must be able to advise the City Council, mayor, City Administrator, department heads, boards, commissions, and staff, attend meetings as requested, provide timely legal opinions and responses, and handle disputes involving other governmental units and joint powers agreements. Proposals must describe the firm's organization, municipal-law experience, assigned attorneys and support personnel, availability and backup resources, approach to the scope of services, specialized capabilities, conflicts of interest, and any malpractice or bar-discipline history. The proposal must include resumes for primarily assigned attorneys, three recent municipal-client references from within five years, a conflict-of-interest statement, proposed fees, Exhibit A consent for release of response data, Exhibit B proposed fees, and a malpractice/liability insurance certificate with at least $2,000,000 in coverage. The initial contract is planned for two years beginning January 2027, with continuation possible by mutual agreement.
