Description
The State of Delaware Office of the State Bank Commissioner seeks a qualified legal or regulatory advisory firm to support implementation of newly enacted banking, money-transmission, virtual-currency, and payment-stablecoin requirements. The scope includes drafting and promulgating regulations; developing examination manuals, work programs, rating frameworks, documentation requests, enforcement protocols, licensing and reporting procedures, resolution playbooks, and supervisory policies; and providing examination staff augmentation for early licensees. The vendor must also develop and deliver foundational and advanced digital-asset training, including in-person examiner training, and provide regulatory benchmarking, support for a federal stablecoin certification application, market-landscape analysis, stakeholder mapping, and other strategic advisory services. Proposals must address the vendor's qualifications, staffing, technical approach, references, sample work product, conflicts and confidentiality protocols, and separately submitted pricing. The contract is expected to use task orders and time-and-materials pricing with not-to-exceed ceilings, with fixed-fee alternatives permitted for defined deliverables.
