Submission Instructions

Method:Hard Copy or Electronic Delivery to Email Address Provided Below or In Person at Finance Department Address Provided Below. Bids will be opened and read aloud 15 minutes following in the 3rd Floor Large Meeting Room. Questions should be submitted in writing to hknight@bedfordcountyva.gov on the Pre-Bid Question form included in the project manual until 3:00 PM local time on July, 17, 2026. Telephone inquiries will not be accepted. Questions submitted after the deadline will not be answered. All Bids shall remain valid for a period of thirty (30) days after the scheduled bid due date. Withdrawal of bids due to error shall be in accordance with Section 2.2-4330, Code of Virginia. The Owner reserves the right to reject any or all Bids, to waive informalities or irregularities in the bids received, to accept the Bid deemed to be in the best interest of the Owner, and to negotiate with the apparent low bidder should the lowest responsive and responsible bid exceed the funds available for the project. Questions or comments related to this solicitation shall be directed to the Procurement Manager not later than 3:00 p.m. on July 17, 2026. All questions shall be submitted in writing (email is preferred). Telephone inquiries will not be accepted. Questions submitted after the deadline will not be answered. Instructions for Downloads & Extracting Files. Click the download button. The download queue shows your items selected to download. Click Continue to enter payment information. Click Submit Payment to download the files. Note the filename ( Download_#### ) if you need to search for it later. Save your file. Typically it saves by default to your ( Downloads ) folder. Open your File Explorer and browse to your ( Downloads ) Folder. Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)... Bid security in the amount of five (5) percent of the bid as described in the Instructions of Bidders. The successful Contractors will be required to furnish and pay for performance and payment bonds from a bonding company licensed in the Commonwealth of Virginia as described in the Instructions to Bidders. The attention of each Bidder is directed to Title 54.1 of Chapter 11, Code of Virginia, pertaining to registration. Description

This project involves the construction of a new 37,290 square foot office building for the Department of Social Services. The building will house office spaces as well as training and assembly areas. Bids are being accepted on a single-prime, lump sum basis.
