Description
The Utah Transit Authority is soliciting qualifications from one consultant or consulting team to provide multidisciplinary program management services supporting its 2026–2030 Capital Program. The selected consultant will operate as an extension of UTA staff under UTA direction, maintain a local presence, co-locate key personnel, and scale staffing as needs change. Services include capital program development, project management, grants management, planning and public engagement, NEPA and environmental coordination, pre-construction engineering, construction management and inspection, project controls, quality assurance, consultant performance evaluation, and related as-needed professional services. The scope specifically anticipates substantial project-controls staffing, including nine full-time project-controls consultants, a program-support consultant, and part-time Primavera P6 scheduling support. It also identifies construction oversight inspectors, rail-experienced personnel, cost-estimating support, dashboards and reporting, federal transit compliance, and support for UTA's approximately $1.1 billion five-year capital plan. The contract is a fixed-labor-hour professional services contract with a three-year base term and two one-year options at UTA's discretion. Cost proposals are prepared with the initial response but submitted only if requested from the most qualified proposers.
