Description
Salt Lake City Corporation is soliciting proposals for a five-year contract to provide citywide street lighting maintenance and installation services, excluding the Salt Lake City Department of Airports and the Community Reinvestment Agency. The scope covers routine and emergency outage response, fixture, wiring, photocell, controller, lens, pole, and mast-arm repairs or replacement; pole painting; banner hardware work; traffic control; cable locating and repair; inspections; make-safe services; and occasional special projects. The contractor must provide personnel, equipment, materials, a journey lineman, a supervisor on each shift, and response to reported outages within three business days, with immediate emergency response when public safety is involved. The contractor must also operate a 24-hour, seven-day-a-week toll-free call center, perform monthly night patrols, maintain computerized maintenance-management and GIS asset records, provide monthly ArcGIS-format data, support development reviews, coordinate with Rocky Mountain Power, and provide asset-management and reporting services. Proposals are evaluated on mandatory requirements, experience and qualifications, installation and maintenance approach, equipment, hardware and software systems, GIS capabilities, supplier relationships, policy criteria, and cost. The response must include a cover sheet, point-by-point technical and mandatory-requirement responses, a completed cost proposal, and any applicable confidentiality materials; electronic submission through the Utah Public Procurement Place is required.
