Description
The City of Pottsville is soliciting bids for the Harrison Street CDBG Wall Project. This project involves the construction of a segmental concrete block retaining wall, installation of pedestrian railing, construction of concrete curb and sidewalk, and ADA ramp improvements. Pavement restoration will also be completed. Bids will be awarded to a single contractor for the base bid and any selected alternates. The project will coordinate with a preceding demolition contract. Federal CDBG funds will be utilized for this project, and prevailing wages under the Davis-Bacon Act will apply. The contract documents include requirements for labor standards, nondiscrimination, and goals for minority and female participation, as well as Section 3 residents and businesses. The contractor must make a "diligent effort" to achieve these ratios and comply with the Pennsylvania Human Relations Act and the Public Works Employment Verification Act.
