Description
Montrose County is seeking qualified consulting firms to prepare a comprehensive Housing Needs Assessment for unincorporated Montrose County in accordance with Colorado Senate Bill 24-174. The work includes gathering and analyzing housing, demographic, economic, employment, affordability, homelessness, displacement-risk, water-supply, and housing-market data; reviewing relevant county plans, regulations, and reports; estimating housing needs by income level and dwelling type; allocating needs across jurisdictions; and identifying housing-development challenges and opportunities. The consultant must conduct meaningful public engagement with residents, employers, and community stakeholders; prepare a public engagement plan; produce a compliant assessment with detailed analysis, charts, and maps; recommend policies and programs addressing affordability, accessibility, stability, and displacement; and present the completed assessment at a public meeting before state submission. Required deliverables include draft and final work products for the data-gathering, engagement, assessment, and recommendations tasks. The established total budget is $75,000, and the proposal must include a guaranteed maximum price, hourly rates, qualifications, resumes, two similar references, a detailed implementation timeline, and an example of a significant housing needs assessment completed within the past three years.
