The City of Grand Rapids Environmental Services Department is seeking qualified firms to market, sell, distribute, store, and manage the regulatory requirements associated with Renewable Natural Gas (RNG) and environmental attributes produced by its Water Resource Recovery Facility. The selected contractor will act as the marketer and broker, take ownership of the RNG and associated attributes at the pipeline interconnection, facilitate qualified end-use sales, and manage the generation, sale, retirement, and reporting of D3 Renewable Identification Numbers (RINs). The contractor will be responsible for related Qualified Aggregation Provider services, transportation, storage, marketing, recordkeeping, and regulatory paperwork, including compliance with the EPA Biogas Regulatory Reform Rules and Renewable Fuel Standard. The contractor must provide monthly statements and payments, propose a revenue and fee structure, demonstrate relevant RNG industry experience, and submit company qualifications, references for at least three similar projects completed within the past five years, a project management methodology, timeline, deliverables, and a detailed cost proposal. The contract is intended to run for three years, with the possibility of a mutually agreed additional three-year term.
