Description
The State of Michigan, through the Department of Environment, Great Lakes, and Energy, is soliciting proposals from contractors prequalified through the applicable state process to plug and abandon the Gilbert 1 orphan well in Kent County. The work includes drilling or re-drilling, rig and equipment mobilization, well plugging and cementing, casing and tubing work, wireline services, waste and liquid disposal, and restoration of disturbed areas. The well is located in a lake within Millennium Park and requires barge access, a temporary sheet-piled landing area, buoy lines, lined tanks, a supply boat, water-safety equipment, and related staging and transportation. Bidders must provide pricing for all items in the Schedule B pricing matrix, submit a project timeline covering site preparation, mobilization/demobilization, plugging, and site restoration, and comply with Davis-Bacon prevailing-wage requirements for the contractor and subcontractors. Proposals are evaluated on key personnel, business-owned equipment, technical experience and ability, and the Vendor Questions Worksheet; only proposals receiving at least 80 technical points will be considered for award.
