Description
The Port Authority of New York and New Jersey seeks certified Small Business Enterprises to provide expert professional port planning and marine infrastructure services on a task-order basis for a four-year term. The scope includes port development planning studies; marine and rail terminal conceptual layouts and designs; engineering design criteria; terminal operations, throughput, gate, storage, traffic, market, economic, and financial analyses; environmental impact and sustainability analysis; alternative-fuel and renewable-energy research; environmental regulatory compliance; stakeholder engagement; air-emissions inventories and air-modeling services; and related reports, schedules, and cost estimates. The prime firm must meet specified experience requirements, including transportation-related alternative-fuel and renewable-energy research, stakeholder engagement, at least three years of operational environmental regulatory program compliance and analysis, and air-emissions inventory or air-modeling experience. Proposals must use the provided editable template and forms, include staff and firm qualifications, a participation plan, cost and salary information, and a conflict-of-interest statement. The Authority may retain multiple firms, and future task orders will be issued under the resulting agreements.
