Description
The Northeast Ohio Regional Sewer District is soliciting a contractor to furnish labor, materials, equipment, and incidentals for major wastewater solids-handling and treatment infrastructure improvements. The scope includes dissolved air flotation process improvements; a new liquid sludge receiving station; piping, valve, vault, and tunnel work; conversion of a waste heat boiler dry-ash conveyance system to slurry conveyance; scrubber drain header replacements; cleaning and rehabilitation of four sludge storage tanks; exhaust fan, dome, and air-bubble mixing modifications; maintenance building lift station replacement; gravity thickener structural repairs; aerated grit pad replacement; a new asphalt employee parking lot; waste liquor handling building renovations; and grease piping replacement. The estimated probable construction cost is $31,000,000, with a 13% Small Business Enterprise goal. Bidders must submit the District's bid form, one permitted bid-guaranty instrument, an affidavit of Business Opportunity Program compliance, and confirmation acknowledging the additional 72-hour documents requirement through the project-specific OpenGov platform. A certified, official, or cashier's check used as the bid guaranty must be accompanied by a properly executed consent of surety and, like an irrevocable letter of credit, must also be physically delivered by the bid deadline. The bid package includes revised specifications and drawings issued through Addendum No. 2, including changes to dissolved-air-flotation equipment, inline sludge screens, electrical systems, and HVAC systems.
