Description
This firm-fixed-price design-build solicitation covers replacement of approximately 7,900 linear feet of high-pressure potable waterline along Mortar Range Road at Kirtland Air Force Base. The contractor must design and construct an 8-inch, Class 350 ductile iron pipeline with cement-mortar lining, asphaltic coating, fully restrained joints, valves, air-release assemblies, backflow prevention, hydrostatic testing, disinfection, trenching, backfill, pavement and site restoration, and abandonment of the existing line. The scope also includes a new 15,000-gallon welded-steel potable-water tank and booster pump system at Pump Station 2; a 5,000-gallon tank and pre-packaged triplex pump station at the Starfire Optical Range; automated altitude valves, smart water meters, ultrasonic leak-detection sensors, solar power, cathodic protection, electrical distribution, a motor control center, security fencing and gates, and a comprehensive non-proprietary SCADA upgrade. Required design and construction deliverables include surveys, geotechnical and corrosion studies, design packages, project approach, safety and quality-control plans, commissioning, operator training, as-built drawings, operation and maintenance manuals, and spare parts. Award will be made to the lowest-priced technically acceptable offeror with acceptable past performance; the technical proposal is limited to five pages and past-performance submission to ten pages.
