Description
The Port Authority of New York and New Jersey is seeking proposals from firms to provide expert professional geotechnical design services on a task order basis for a four-year term. Services may cover upland, waterfront, and tunneling work, including subsurface investigations, foundation and retaining-wall design, settlement and slope-stability analyses, ground improvement, instrumentation and monitoring, tunnel waterproofing and stabilization, contract documents, cost estimates, constructability and risk analysis, construction-stage support, and on-site engineering support. Multiple firms may be selected, and specific services will be solicited through future task orders. Proposers must demonstrate required firm and staff qualifications, relevant project experience, applicable New York or New Jersey engineering authorization and licenses, and the ability to obtain required security credentials. The proposal package includes the completed proposal template and Attachments B through G, including the terms-of-discussion agreement, company profile, transmittal letter, staff qualifications, firm experience, MBE/WBE/SDVOB participation plan, and cost and salary schedules. The solicitation establishes participation goals of 20% MBE, 10% WBE, and 3% SDVOB. Required insurance includes commercial general liability, automobile liability, workers’ compensation and employers’ liability, and professional liability coverage.
