REQUEST FOR PROPOSALS FY27 HGC DESIGN SERVICES MASTER PLAN The Town of Barnstable Procurement Office on behalf of the Community Services Department hereby requests proposals from qualified professional firms to evaluate and design a Master Plan for the Hyannis Golf Course (HGC) as specified. Request for Proposal documents are available only on the Town's Online Procurement Portal: https://townofbarnstable.bonfirehub.com where they are publicly available. Last day to submit questions is 10/6/26 by 11:00 am. Questions must be submitted in writing through the public Q&A section of the online portal. Non-mandatory pre-bid meeting on 9/28/26 at 2:00 pm at the Hyannis Golf Course, 1800 Iyannough Rd, Hyannis, MA. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued in the procurement portal. PROPOSALS ARE DUE BY 11:00 AM on October 14, 2026. ONLY PROPOSALS SUBMITTED THROUGH THE TOWN'S ONLINE PROCUREMENT PORTAL WILL BE ACCEPTED. It is the Proposers' sole responsibility to familiarize themselves with the Online Procurement Portal requirements and submission process. The opening of proposals is not public. The contract and its award process is issued pursuant to M.G.L. c30B, Uniform Procurement Act, and resulting award shall be in strict accordance with the requirements of this document. Description
The Town of Barnstable, through its Community Services Department, is requesting proposals from qualified professional golf-course architecture and engineering firms to develop a master plan for the 18-hole, 125-acre Hyannis Golf Course. The primary focus is redesigning the irrigation system, increasing pumping capacity above the current 400 gallons per minute, reducing irrigated turf by approximately 20–30%, shortening watering windows, and supporting the course's environmentally sustainable land-care program. The scope also includes identifying additional naturalized areas and redesigning, refurbishing, or eliminating sand bunkers to improve long-term maintenance efficiency, strategic playability, and course aesthetics. Existing tee boxes and playing corridors are to remain intact. The selected consultant must provide initial and final architectural and engineered drawings, cost estimates incorporating prevailing wages, a proposed schedule, and related project documentation. The work must be completed by September 6, 2027. Proposals require separate non-price technical and price submissions, with the price proposal including a fixed fee, task and discipline breakdown, hourly rates, and a proposed schedule. The solicitation requires evidence of relevant golf-course architecture experience, municipal references, staffing information, financial stability, licenses and registrations, and the required proposal forms.
