Description
The Department of the Navy is soliciting proposals for port operations support services involving the operation of watercraft and boats, related maintenance, port operations, and waterfront administration at five naval installations in Florida and Georgia. The scope includes preventive, predictive, corrective, and depot-level maintenance; vessel and equipment operations; transportation; dockmaster and line-handling services; oil spill response; launch and recovery; training support; and maintenance-program administration. The contractor is responsible for determining staffing, vehicle pools, and contractor-furnished equipment, and must address requirements across multiple installations. Amendment 0002 provides government answers to offeror questions, adds a draft DD Form 254, supplies historical labor-hour data, and clarifies that the contractor must furnish required equipment and determine staffing. The amendment extends the offer deadline to September 18, 2026, and requires acknowledgment of the amendment with the proposal. Technical Volume II is limited to 20 pages, with resumes limited to two pages each; Volume III Past Performance is limited to 10 pages. The acquisition remains a total small-business set-aside and uses a best-value tradeoff among technically acceptable proposals, with technical capability and past performance more important than price.
